From 1 November, it will be possible for more people who have a residence permit with temporary protection to be listed in the Swedish Population Register. From this date, the required length of residence permit and intended stay in Sweden will be halved. Another new provision is that children born in Sweden who have recently received their residence permit can be listed in the Swedish Population Register at the same time as their parents. Changes will also be made to individuals’ entitlement to financial support and compensation.
“It has been possible for individuals with a residence permit with temporary protection to be listed in the Swedish Population Register since June 2024,” says Sandra Hedberg, legal expert at the Swedish Tax Agency. “But from 1 November, population registration requirements will be lowered. To date, individuals must have been living in Sweden for two years with a residence permit, and must have the intention to stay here for another year. From 1 November, people must have had a residence permit for one year and have the intention to stay here for at least six more months.”
Under the new regulations, children born in Sweden can also be listed in the Swedish Population Register when one of their parents or guardians is registered. This also applies to children who are too young to have had a residence permit with temporary protection for a full year.
“This means that it will be easier for children who are born in Sweden to be listed in the Swedish Population Register with their families,” Hedberg says. According to the new regulations, those who are listed in the Swedish Population Register from 1 November onwards will not be eligible for the same amount of financial support and compensation that applied previously.
“We are often asked what this means,” Hedberg says. “Since these matters fall outside our area of responsibility, we have to refer people to the relevant government authority. Individuals who fulfil the population registration requirements are required to report their move to Sweden to the Swedish Tax Agency within four weeks of their arrival in this country. They also need to visit a state service centre in person for an identity check.
